Abdul Sattar (Urdu: عبد الستار ) is a Pakistani diplomat and lawyer who served as the Foreign Minister of Pakistan from 1999 to 2002 under the Military Government led by then-Chairman of Joint Chiefs of Staff Committee and Chief of Army Staff General Pervez Musharraf. In 1993, he held the position of foreign minister for three months in the caretaker Cabinet of Moin Qureshi.
He was a career diplomat and ambassador to Austria (1975–78), India (1978–82 and 1990–92) and the Soviet Union (1988–90). From 1982 to 1986 he served as director, director general and additional secretary for Asia, and as foreign secretary between 1986 and 1988. He resigned from foreign ministry for health reasons in June 2002. Mr. Abdul Sattar, is currently closely associated with Pakistan Observer News. He is renowned for his direct involvement and personal role in setting the nuclear ambiguity policy of Pakistan's Nuclear detterence programme. He played a major role to kept Pakistan's policy to refuse to become the party of Comprehensive Nuclear-Test-Ban Treaty (CTBT) and Nuclear Non-Proliferation Treaty (NPT).
